The Department of Information and Communications Technology (DICT) and the Public-Private Partnership (PPP) Center of the Philippines have entered into a memorandum of agreement to support the development of the ICT sector through the implementation of PPP projects.
The agreement establishes a framework for collaboration in terms of project assistance, capacity building, and the creation of PPP policies and guidelines.
Information and Communications Technology Secretary Ivan John Uy stated, “Catalyzing digital acceleration and bridging the digital divide require tremendous collective effort. By joining forces, we will deploy services that create more opportunities for Filipinos, ensuring that no one gets left behind.”
PPP Center Executive Director Ma. Cynthia Hernandez expressed hope that the DICT would also provide assistance to implementing agencies in evaluating unsolicited proposals and developing IT projects.
Currently, the PPP Center and DICT are collaborating on the evaluation of several PPP project concept notes and proposals, including the Fiber-enabled Free Public Internet Access Project, the design, build and operate project for an underground fiber optic conduit network, and the establishment of government network access in certain areas.
During a recent forum, Secretary Uy emphasized the need to improve connectivity and cybersecurity, especially with the increasing adoption of digital platforms. He mentioned that the government aims to provide connectivity in mountainous and island regions where telcos have been hesitant to invest due to economic considerations.
One of the initiatives by the DICT is its partnership with Starlink Internet Services Philippines Inc., a subsidiary of Elon Musk’s SpaceX, to provide satellite-based connectivity in remote areas where land-based infrastructures are challenging to build.
The government agency also plans to set up free WiFi sites at public spaces and educational institutions.
