The Philippine Council for Agriculture and Fisheries (PCAF) is determined to enhance the procurement of agri-fishery machinery and infrastructure by eliminating unreliable and noncompliant suppliers.
According to PCAF, stakeholders have agreed that the blacklisting of suppliers should not automatically be lifted upon completion of the ban period. PCAF also proposes that suppliers with suspended or revoked accreditation certificates and those blacklisted by the Government Procurement Policy Board should be posted on the PCAF website.
As of June 30, the National Agricultural and Fisheries Machinery Assemblers, Manufacturers, Importers, Distributors, and Dealers Accreditation and Classification (Namdac) board has accredited 128 out of 181 applications.
Francia Macalintal, chief of PCAF’s Policy Development and Coordination Division, said that Namdac’s ultimate goal is to eliminate ‘fly-by-night suppliers’ and ensure the participation of legitimate suppliers in the bidding process and provision of after-sales services. Namdac also aims to provide small-scale suppliers the opportunity to upgrade their accreditation status and engage in joint ventures with large-scale suppliers.
In 2018, the Department of Agriculture established Namdac through Department Circular No. 17 to address the proliferation of unreliable contractors in the sector. Namdac also provides guidance to farmers, landowners, and other stakeholders in procuring equipment and machinery from accredited suppliers.
PCAF reported that 77 agri-infrastructure projects nationwide have undergone evaluation through the Constructors’ Performance Evaluation System (CPES).
Mara Segreid Bustos of PCAF’s Agricultural and Fisheries Mechanization and Infrastructure Support Section stated that in the first half of 2023, nearly half of the suppliers received a “very satisfactory” rating, while 60 percent of the infrastructure projects attained a “satisfactory” rating.
PCAF, as an attached agency of the Department of Agriculture, conducts performance reviews to update industry players on the implementation of CPES. These reviews also aim to discuss the standardization of infrastructure project monitoring forms and minimum test requirements for agriculture projects.
