Amit Shah introduces 3 amended criminal law bills in LS; discussion on Dec 14, voting on Dec 15

Following various recommendations made by a parliamentary panel, Union Home Minister Amit Shah tabled the amended versions of the three proposed criminal law bills, namely, the Bharatiya Nyaya Sanhita, the Bharatiya Sakshya Bill, and the Bharatiya Nagarik Suraksha Sanhita.

Now the Bill will be taken up for discussion on Thursday, November 14, and voting will be held on Friday, November 15.

On Monday, Shah informed the parliament that the government will be introducing the amended versions of the three proposed bills after the parliamentary panel’s suggestions, instead of bringing different official amendments.

“These are important bills, and we do not want to rush with them either. MPs are being given 48 hours to study the bills. Grammatical changes and changes to five sections have been incorporated,” Shah told Parliament.

The Bharatiya Nyaya Sanhita Bill was introduced in the Lok Sabha on August 11 along with the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Adhiniyam bills. The three bills seek to replace the Code of Criminal Procedure Act, 1898, the Indian Penal Code, 1860, and the Indian Evidence Act, 1872, respectively.

On December 11, Shah, in three identical signed statements submitted to Parliament, said the decision was taken after the parliamentary standing committee on home affairs made recommendations suggesting changes in the three bills following a series of discussions with domain experts and various stakeholders.

The Bharatiya Nyaya Sanhita Bill, 2023, was referred to the department-related Parliamentary Standing Committee on Home Affairs on August 18 for consideration. “Based on the recommendations of the committee, amendments are proposed in the Bharatiya Nyaya Sanhita Bill, 2023. It is proposed to introduce a new bill in place of the Bharatiya Nyaya Sanhita Bill, 2023,” he conveyed to the Parliament.
