DA simplifies inspection process for international agricultural and fisheries suppliers

The Department of Agriculture (DA) has recently updated its guidelines on inspecting foreign suppliers to ensure a smooth trade of agricultural products between the Philippines and other countries. These revised rules will now cover inspection missions for the accreditation of all agricultural and fishery product suppliers or exporters, as stated in a department circular released by the DA.

Under the new guidelines, the funding for all on-site inspection missions will be divided equally between the DA and the foreign country involved, regardless of whether it is a new application or a renewal of accreditation. The respective agencies conducting the inspection missions will be responsible for covering the funding. The DA will bear the pre-travel allowance, the cost of round-trip economy plane fare, clothing allowance, and 50% of the daily subsistence allowance for its inspection mission members, which includes meals and incidental expenses.

On the other hand, foreign applicants will be responsible for covering the in-country expenses, including accommodation or lodging for the DA inspector, as well as in-country transportation and transfer of DA representatives during the duration of the inspection mission.

In addition to these changes, the DA now requires non-English speaking applicants to assign a person with a technical background who is proficient in English to serve as an interpreter during the audit process. Documents that are not written in English must be translated into English, with copies provided to the inspection team.

The amended circular will come into effect 15 days after complete publication in a newspaper of general circulation and the submission of copies to the UP Law Center’s Office of the National Administrative Register. It replaces and supersedes the provisions set forth in the department circulars issued by the DA in 2017 and 2022.

The DA implemented these updated guidelines to promote cost-sharing and collaboration between the Philippines and its commodity exporters. The previous circular was revoked due to confusion and miscommunication among internal and external stakeholders before its implementation. The DA is mandated to conduct on-site verification as part of inspection missions to assess the equivalence of the food control system and ensure compliance with standards for agricultural and fishery products.
