Ease of doing business: Centre to help states in simplifying provisions through Jan Vishwas Bill

In a significant move following the passage of the Jan Vishwas (Amendment of Provisions) Bill, 2023 in the parliament, the Central government has taken the decision to assist states in simplifying, rationalizing, or decriminalizing provisions. This step aims to promote ease of doing business and living in the country.

According to Rajesh Kumar Singh, Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT), the bill passed in parliament focuses on decriminalizing minor offenses by amending 183 provisions of 42 Acts to enhance the ease of doing business. Singh further stated that an inter-ministerial working group will be established to identify other provisions that can be simplified, rationalized, or decriminalized. The guidance will also be provided to states to conduct a similar exercise at the state level. The objective is to promote ease of doing business and ease of living in the country.

Know about Jan Vishwas bill

The Jan Vishwas (Amendment of Provisions) Bill, 2023 was passed by the Rajya Sabha through a voice vote on August 2. It had already been cleared by the Lok Sabha on July 27.

The bill seeks to convert fines into penalties, eliminating the need for court prosecution to administer punishments. It also removes imprisonment as a punishment for many offenses. Additionally, all offenses under the Post Office Act of 1898 are being removed.

The Jan Vishwas bill proposes the decriminalization of a total of 183 provisions in 42 Central Acts administered by 19 Ministries/Departments.
