Karnataka Cabinet decides to make 25 amendments to 3 criminal laws | Bangalore News

Days after the Karnataka government opposed the implementation of Bharatiya Nyaya Sanhita (BNS), the Bharatiya Nagarik Suraksha Sanhita (BNSS) and the Bharatiya Sakshya Adhiniyam (BSA), Law and Parliamentary Affairs Minister H K Patil said the state would make 23-25 amendments to these laws before being implemented in the state.

The three criminal laws came into effect from July 1. Addressing the media after a Cabinet meeting, Patil said that the changes will be along the lines of the feedback sent by Karnataka to the Centre in response to these laws last year.

Karnataka Chief Minister Siddaramaiah had written to Union Home Minister Amit Shah in October last year, suggesting 23 changes in the BNS, BNNS and BSA Bills. The recommendations were based on the suggestions of an expert committee formed by the state government to look into the three Bills.

Among the changes mulled by the state government included amendments to provisions under the BNS and other laws that criminalised hunger strikes. “The BSA allows police custody for 90 days, which is a violation of human rights,” the minister had said on Tuesday.

In other decisions, the state Cabinet approved the Rs 2,000-crore Mahatma Gandhi Nagara Vikasa Yojane stage-2, for which a budget announcement was made by Chief Minister Siddaramaiah in February. The funds for 10 municipal corporations will be used to implement smart city projects. Both the state government and the municipal corporations will bear 7.5 per cent cost, while the remaining 85 per cent –Rs 1,700 crore – will be raised from Urban Infrastructure Development Fund loans.

The Cabinet also sanctioned Rs 50 lakh for the family of former Bruhat Bengaluru Mahanagara Palike (BBMP) chief engineer C M Shivakumar, who died in a fire accident at the civic body’s Quality Assurance Laboratory in August last year. One of his family members will be given a government job on compassionate grounds. Similarly, relief and compassionate appointments were announced to the families of three other people who were seriously injured in the accident.

The cabinet also cleared a Bengaluru Metropolitan Transport Corporation (BMTC) proposal to procure 840 diesel buses at a cost of Rs 363.82 crore.
